Aging of drinking and wastewater systems in the United States has been reported by many state and federal authorities. In a recent report revealed by the American Society of Civil Engineers (ASCE 2005), these systems have been assigned a D-grade for their severely deteriorated conditions. To improve the conditions of these systems, many cities have allocated considerable part of their budget for replacing and/or repairing their deteriorated pipes. To better manage these allocated funds, a reliable and accurate cost estimating system is required. This thesis presents a recently developed artificial intelligence (AI) based cost estimating system for water and sewer projects. The developed system reduces the time required for preparing budgetary estimates for this class of projects, improves the accuracy of the estimating process, and prevents problems that are usually associated with inaccurate budget estimates such as withholding projects for future fiscal years or constructing projects below optimum standards
